Bosnia’s two ‘Troikas’ set to sign cooperation agreement in attempt at government reshuffle

Representatives of the “Troika” coalition and opposition parties from Republika Srpska (RS) have agreed on the final text of a cooperation agreement that is expected to be signed on Friday, May 9. The deal outlines a shared political platform to advance Bosnia and Herzegovina’s European Union integration, promote institutional functionality, and accelerate economic reforms.

The agreement, titled the Platform for Peace, Stabilisation, European Future and Economic Progress of Bosnia and Herzegovina, consists of ten points and was finalised at a meeting held on Wednesday, May 8. It was initiated by the Trojka parties—Social Democratic Party (SDP), Our Party (Nasa stranka), and People and Justice (NiP)—in cooperation with the People's European Alliance (NES), the Kasumovic Fuad Initiative (BHI-KF), Naprijed, and opposition parties from RS, including the Serb Democratic Party (SDS), Party of Democratic Progress (PDP), and the Justice and Order List.

Ahead of the meeting, state MP Sasa Magazinovic emphasised that the agreement had been offered to all parliamentary parties except the ruling Alliance of Independent Social Democrats (SNSD) of RS.

The document highlights the parties’ joint priorities, including ensuring an operational Council of Ministers and Parliamentary Assembly, fulfilling requirements to initiate EU accession talks, and scheduling the first intergovernmental EU-BiH conference as soon as conditions are met.

The platform also supports the swift adoption of the EU Growth Plan for the Western Balkans, which would unlock €70 million in initial funding and up to two billion Bosnian marks (approx. €1 billion) for infrastructure and development projects across the country.

Further commitments include aligning national laws with the EU acquis, crafting a joint communications plan to promote the EU path, and securing long-term institutional engagement toward membership.

Key reform areas include the fight against corruption and conflict of interest, public procurement transparency, VAT reform through the introduction of differentiated tax rates, and boosting absorption capacity for EU funds.

The platform also supports electoral reform aligned with Constitutional Court and European Court of Human Rights rulings. It envisions introducing technology-based voting processes by the 2026 general elections, such as ballot scanners and ID verification equipment, following ODIHR, GRECO, and EU recommendations.

In terms of media and public content, signatories committed to enforcing modern international standards that protect children and young people from harmful materials.

To implement the platform, signatories pledged to avoid divisive political topics and instead focus on consensus-building. A monitoring team comprising one representative from each participating party will be established within ten days of the signing to oversee implementation and ensure regular public updates.

The parties also committed to drafting a promotional strategy to highlight the benefits of EU membership, aiming for broad societal support, including from pro-European parties not part of the parliamentary majority.

“Bosnia and Herzegovina’s EU membership is defined and promoted as a foreign policy goal that will be implemented by all relevant institutions and all levels of government in which the signatory parties participate,” the document concludes.
